Infrastrutture: quali?<\/b><\/div>\n

Non \u00e8 un fatto molto conosciuto ma, soprattutto nei paesi occidentali, ci sono ingenti quantit\u00e0 di capitali pi\u00f9 o meno “disoccupati”.<\/div>\n
Sono spesso parcheggiati in posti sicuri (tipo banche e affini) e, nell\u2019attuale situazione di stagnazione economica, caratterizzata da bassi tassi di interesse, rendono poco.<\/div>\n
Le opportunit\u00e0 per investimenti speculativi si sono ridotte e sono diventate pi\u00f9 rischiose: \u00e8 da questa circostanza che \u00e8 emersa la lobby che chiede investimenti nelle infrastrutture.<\/div>\n
Il mondo degli affari ha un forte bisogno di opportunit\u00e0 di investimento e guarda ai governi per la messa in opera di\u00a0 progetti e attivit\u00e0 che offrano un rendimento sicuro e soddisfacente.<\/div>\n
In questo caso, non valgono pi\u00f9 le accuse propagandistiche ai governi di aumentare il debito pubblico o di sperperare denaro pubblico…<\/div>\n
Tuttavia, \u00e8 obbligo dei governi accertare l\u2019utilit\u00e0 sociale di tali progetti, per non spendere scarse e preziose risorse pubbliche per la realizzazione di progetti obsoleti o insostenibili, o per la promozione di abitudini dannose.<\/div>\n
Per esempio, invece di espandere la rete autostradale, sarebbe pi\u00f9 opportuno sviluppare sistemi di trasporto, sia per merci che per passeggeri, meno inquinanti oltre che pi\u00f9 sicuri ed efficienti.<\/div>\n
Forse siamo al limite di praticabilit\u00e0 dell\u2019auto personale. La stessa auto elettrica presenta problemi di smaltimento delle batterie, ma ancor pi\u00f9\u00a0 non risolve il problema del congestionamento delle citt\u00e0, con la perdita di tutti i benefici a cui fa riferimento il movimento \u201cslow\u201d.<\/div>\n
La velocit\u00e0 e la freneticit\u00e0 del tempo, dello spazio e dell\u2019informazione, devono essere controbilanciate dal piacere delle relazioni e della partecipazione negli spazi pubblici.<\/div>\n
Il crollo del ponte Morandi a Genova non deve rimanere una metafora del declino e del degrado associato allo sfruttamento senza scrupoli dei bisogni sociali e della spesa pubblica.<\/div>\n
Un indice di questo tipo di sfruttamento si ricava dalla convenzione fra lo Stato e Autostrade per l\u2019Italia, recentemente pubblicata, che riporta in dettaglio gli investimenti e la remunerazione sul capitale investito previsti dal contratto, fissando per quest\u2019ultima un tasso del 10,21%.<\/div>\n
Le infrastrutture da realizzare con investimenti pubblici devono gettare le basi per una societ\u00e0 sana e sostenibile, che offra a tutti crescente sicurezza e libert\u00e0.<\/div>\n<\/div>\n

Infrastructures: which ones?<\/i><\/b><\/div>\n

There are huge amounts of unemployed capital, especially in Western countries.\u00a0<\/i><\/div>\n
They are often parked in safe places (like banks) hence the low interest rates and low returns and opportunities for speculative investments are less and more risky given the economic stagnation.<\/i><\/div>\n
It is from these circumstances that the lobby to governments worldwide has emerged for infrastructure investments.<\/i><\/div>\n
The business world wants investment vehicles for its idle capital that offer safe and satisfactory returns.<\/i><\/div>\n
This lobby has abandoned its usual propaganda about profligate public spending and debt and is urging governments to spend.<\/i><\/div>\n
However, it is the duty of governments to ascertain the social usefulness of infrastructure projects to avoid spending scarce public money on obsolete or unsustainable works, or ones that continue harmful personal and public habits.<\/i><\/div>\n
For example, developing public transport, for goods and passengers, that is less polluting, safer and more time efficient, should be preferred over expanding road networks. Use of the personal car has probably peaked and even electric cars will not solve the problem of congested cities or bring the benefits suggested by the \u201cslow\u201d movements.<\/i><\/div>\n
Today\u2019s frenzied lifestyles that impact on time, geography and data, must be counterbalanced by the scope for pleasure and participation in personal and public relationships.<\/i><\/div>\n
The collapse of the Morandi Bridge in Genoa should not remain a metaphor for unscrupulous exploitation of social needs and public spending.<\/i><\/div>\n
A glimpse of the levels of exploitation was provided from the tragedy by the published agreement between the Government and the bridge operators that guaranteed a 10.21% investment return.<\/i><\/div>\n
Public infrastructure projects must not be corrupted but must lay foundations for healthy and sustainable societies that offer increasing security and freedom.<\/i><\/div>\n<\/div>\n
