Ma in un periodo di dislocazione sociale ed economica globale che spinge le persone a migrare (di solito contro la loro volont\u00e0), il governo federale insiste ancora nel dare la \u201ccaccia\u201d ai lavoratori qualificati piuttosto che adottare un sistema di immigrazione pi\u00f9 umano e incentrato sulla persona.<\/p>\n<p>L\u2019inquadramento nazionale dei lavoratori migranti in termini di pratiche neoliberali di gestione delle risorse umane, sminuisce la dimensione umana del lavoro, riducendo le persone a moderni fattori di produzione giornaliera.<\/p>\n<p>Indubbiamente alcuni cambiamenti sono attesi da tempo per ridurre il palese sfruttamento dei lavoratori migranti, soprattutto di quelli con visti temporanei e senza percorsi chiari e possibilit\u00e0 di una residenza permanente.<\/p>\n<p>Questo \u00e8 stato un settore particolarmente propenso allo sfruttamento, soprattutto nei casi in cui i migranti hanno avuto un accesso limitato alla rappresentanza sindacale.<\/p>\n<p>La revisione della normativa sulla migrazione deve mettere in guardia sul rischio che l\u2019Australia diventi una nazione di residenti \u201cpermanentemente temporanei\u201d, cosa che ha favorito e favorirebbe la continua precarizzazione della forza lavoro australiana.<\/p>\n<p>Qualsiasi riforma delle norme sull\u2019immigrazione deve proporsi di istituzionalizzare i diritti dei lavoratori e porre termine alla pratica di una forza lavoro permanentemente temporanea.<\/p>\n<p>Non si \u00e8 fatto alcun riferimento alle responsabilit\u00e0 del primo mondo nelle politiche di immigrazione australiane che hanno privato i Paesi in via di sviluppo \u2013 e non sviluppati \u2013 dei loro lavoratori pi\u00f9 qualificati (ad es. ingegneri, infermieri e operatori sanitari) che esacerbano la disuguaglianza globale.<\/p>\n<p>Una politica di immigrazione pi\u00f9 incentrata sull\u2019uomo soddisferebbe gli obblighi umanitari internazionali e valorizzerebbe meglio i migranti.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FONTE<\/strong>: Nuovo Paese \u2013 Adelaide, Australia<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Migration commodified<\/strong><\/h2>\n<p><strong>by Gaetano Greco<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The Labor government\u2019s recent announcement to shake-up the immigration system further entrenches the commodification of Australian migrant labour.<\/p>\n<p>Australia is one of the richest countries in the world. But at a time of global social and economic dislocation driving people to migrate (usually against their will), the Federal Government still insists on \u2018hunting down\u2019 skilled workers rather than adopting a more human centred immigration system.<\/p>\n<p>The national framing of migrant workers in terms of neoliberal human resource management practices, diminishes the human dimension of labour by reducing people to modern day labour inputs.<\/p>\n<p>Undoubtedly some of the changes are long overdue in reducing blatant migrant worker exploitation especially for those with temporary visas and visas without clear pathways to permanent residency.<\/p>\n<p>This has been an area which has been prone to exploitation, particularly where migrants have had limited access to trade union representation.<\/p>\n<p>The migration review warns against Australia becoming nation of \u2018permanently temporary\u2019 residents which has aided and abetted the continual casualisation of Australia\u2019s workforce.<\/p>\n<p>Any reform of migration must consider institutionalising labour rights and ending the practice of a \u2018permanent temporary\u2019 labour workforce.
